AbstractGermany and Russia will exchange art looted by Nazi and Soviet troops during World War II, including pieces from a Russian czarist palace's legendary Amber Room, officials said yesterday. However, the swap, scheduled for this month, is only a small step forward in resolving disputes over artworks that weigh on relations between the two former enemies even after the end of the Cold War. Germany still wants Russia to return more than one million books, paintings, coins, and other items.
