AbstractIn exchange for the intricately inlaid chest and glistening mosaic from Peter the Great's famed Amber Room, Russia has agreed to return 101 artworks looted from Germany by Soviet troops after World War II. It was the first such swap of "trophy art" taken by their countries' armies during and after the war. But it marked only a single step in settling a debate that has continued during otherwise warming relations between Russia and Germany. "People in Russia understand, value and treasure Russian-German relations," a somber Russian President-elect Vladimir Putin said at the ornate Yekaterinsky Palace. German Culture Minister Michael Naumann called it a "symbolic event" and said he hopes it would be the first of many such swaps. For Russians, the Amber Room is the most sensitive symbol of the trophy art debate. Only fragments have been found. The room is being restored with financing from Germany's Ruhrgas.
