Note | In November 1861, Antoine-Henri Jomini, a former aide-de-camp in the Russian army who had long been retired from public life, sent Alexander II an unsolicited project of reform of the empire's central political institutions. This initiative was certainly inspired by the emancipation manifesto of February 1861, but it also originated in the Swiss military writer's long-standing interest in the art of government. |
